This used to be a phone holder. The bracket would be screwed onto the toothed part on top. This one in particular replaces the top cap instead of being strapped onto the stem or handlebars. If you buy a replacement of the same or similar model, it’ll come with its own top cap base to use. If you want a more traditional style phone holder, you can ask your local bike shop if they have any extra or spare top caps for you to swap back on instead of leaving this one in place.
