These showed up after I let my brother ride quite a technical and rocky race course. It seems like they are near where the spokes go in.
The rims are Giant SLR 2.
Also, if they are 23mm inside diameter, can they fit 47mm tires?

Those sidewalls are a ticking bomb. I would not ride those rims.
