These showed up after I let my brother ride quite a technical and rocky race course. It seems like they are near where the spokes go in.
The rims are Giant SLR 2.
Also, if they are 23mm inside diameter, can they fit 47mm tires?
What are these lumps on my rims?

You should move the camera a lot slower to better illustrate what you are showing. A far as size of tire, that will depend on your frame in this case.
I would say those are signs of some serious material yielding, as if the walls of the extrusion are now buckling under tension. I would stop riding these lest they fail suddenly.
Looks like a warranty replacement to me
Stress failure. Do not ride. Saw you are second owner and sol. Yes, they are sticklers for this and will be denied if you aren’t the original owner.
Damn this is why I stay away from Carbon parts. I’d rather deal with Aluminum + steel parts and just train my legs to handle the weight.
