Strip it down, sand off the rust, polish out the paint. New cables/grips/wheels obviously. But it won’t take alot.

Get some Billy Bonkers. Or Maxxis Dtr with tan sidewalls. Some nice neon blue cable housing or some contrasting color. Man take it and run with it

First things I always check Is if the seat post and stem are stuck. Aluminium and steel will bond pretty tight if left alone for years
