  1. Just place a lever in the space and pop it out. Then when reinstalling it you’ll probably need to tap it (carefully) with a rubber mallet or equivalent. Likely the aluminium has just deformed a little so it’s gripping the wheel.

    I’d put a flathead under the axle (protect your wheel with a tube or something softer) and tap the screw driver with a mallet until it comes out.

    Frame may have been dropped at some point, closing up the dropout a tiny bit. Careful filing may help, not sure about prying it out slightly unless it’s steel.
