Hey there. I was prepping my wheels for sale, then my son threw a triathlon medal at them – well fuck triathlon – i cant sell em anymore that is for sure. My gut says they're good to ride as long as i observe the spot for further cracks. the "rectangular" piece was fraying and I peeled it away for further inspection.
I have several "rockfall" (german word) spots on the wheels, as we all probably have, but this one is from direct impact with a piece of metal.

I would sell it to my son, as in make him pay for the damage.
I’d still sell them, being completely honest about the mark so the purchaser can’t claim any sort of shenanigans. That looks to me like a chip in the clearcoat/cosmetic outer later of carbon and while unsightly should not be problematic.
I have a ton of little nicks like this all over my carbon MTB and gravel wheels. They are fine.
You can still sell them, however at a reduced price of course. The damage is not at a severe level for me to say “I’ll never ride that”. This rim will probably make several k kilometers…
