I think that’s too much for that bike!
You can offer 50-60 and upgrade it
However I recommend to find a newer generation bike

The wheels for commuter bike are not fitting the purpose. The way someone made those wheels makes adjustments quite hard and wheels itself less rigid. I’d avoid any fancy wheels like that for commuting.

probably used very little since those wheels didn’t last more than a year for daily riders.
just check that the shifters have all the clicks in them.
that the rims don’t have cracks near the spoke holes
most important is that it fits you.
Terrible “commuter” bike.
