  1. Safe, The most likely cause is the tyre not on the rim 100% equally all the way around.

  2. Cheaper tires have a lot slacker tolerances for error. It looks like it might just be your tire not being perfect. But it’s heard to tell- is the rim wobbling? If so you need to have it trued especially since you have rim brakes. Not really dangerous but if you need a true braking will be weird and it’ll get worse over time. It’s a cheap and easy fix to either DIY or just have a shop do.
