I’ve seen setups with multiple brake levers for the same cable – I think they had a small ferule/bead crimped onto the cable so the non-terminal lever had something to pull on. If you looked into a setup like that, you could have (functional) levers in the traditional location as well.
If you don’t have any interest in the hoods/drops/hooks/whatever, might as well go with one of those super short straight bars I used to see on old bike messenger setups

Yes, I do, but with a horn handlebar. It’s perfect if you ride among cars and separated cycle lanes. It gives more control in the traffic, but you have the chance to change position in longer, safer rides.
