Let's start off by saying I am a clueless on bike repair and just trying to help my son get back on his bike haha :). He dropped it and broke the rear derailleur. I bought a new one and watched some YouTube videos on how to replace it. Having some issues with it shifting now. Sometimes it runs through the gears fine sometimes it won't move. Do you see anything obvious I didnt do ?

Hard to tell from a photo but maybe the derailleur hanger got bent? That would give you inconsistent shifting.

Looks like the hanger may be slightly bent. You can give it a slight pull to try and straighten it but be very careful as the hangers are designed to break easily as it’s an inherent fail safe design. Then shift to the smallest cog in the back and start the adjustment from there. For the most part the cable routing and install look fine.
