It's an old shimano acera shifter ( from pictures online it looked like '94 ish ). When maxing out the downshift lever it doesnt make contact with the internal gears i guess. Not too familiar with bike mechanicals. Help appreciated!!
Gummed up internals. Shimano grease used to have some small mixture of clay in it, and as the petroleum dried up, a thick goop was left behind. There are a bunch of different ways to clean it up, but I always found that a healthy application of brake cleaner removed the gunk and got the internals moving.

Couldn’t the problem be related to the derailleur? Limit screws anyone?

Dose it with solvent of some sort, let it be for a bit and it should loosen up… if not, repeat step 1 and 2.

Agree about sticky pawls. You can give the internals a good dousing, wait a bit for the gunk to dissolve and then work the shifter back and forth loads of times.
I prefer to lube just the pawls that are the problem with a syringe and then work the pawl with a small screwdriver.
Whichever you do I’d be surprised if you didn’t get this working ok again. It’s a very common problem with a simple solution.

If you put tension on the cable (I.e. pull on it a little bit), does it shift correctly?
