So the deraileur hanger on my e bike decided to completely snap off. And I’m trying to remove the remaining piece of what’s left from the snapped hanger off the deraileur and I’m having trouble taking it off. I’ve tried an alley wrench of course which is what is needed but all it does is move and not loosen.

The bolt looks rounded out from the Allen wrench turning in it. Maybe it’s a lower quality bolt, not real good hardened steel.
    It happens.

You could try a one size larger Allen wrench, if that doesn’t work try a Torx wrench.

If that doesn’t work, this has worked for me:

Use a hacksaw blade, just the blade is how I do it, and gently, slowly, work it back and forth to cut a slot down the middle across the bolt head.

When the slot is as deep as you can get it, now you’ve turned the Allen bolt into a slotted screw.

Use slotted screwdriver to back it out.
