I only see chips on the paintwork – unless I am missing something?

install a bottle cage by only lightly tightening the bolts. if you can install the bottlecage securely so that it doesn’t wobble, everything is alright. if instead even by tightening the scews some more, you can’t get it secure, or even worse, the riv nuts start turning, undo the screws, remove the bottlecage and don’t use that riv nuts.
you can still ride it though

Definitely not. Its time for a new bike. Not worth risking your life.

Rivnuts moved and paint cracked. I would take it to a shop to get it reriveted
