So I’m working on this frame but there are very few cable guides/stops on it. But there are these nipples or protrusions where you’d expect to see stops. Are these for attaching some kind of guide to? If so, what kind? Thanks a lot!

Those are for milking. You can milk anything with nipples.
I have nipples Gregg. Can you milk me?
Are you actually working on that frame, or just thinking about cutting the lock? FWIW, the whole frame looks like it would be more trouble than it’s worth. The construction is giving me BSO vibes, and the condition is very poor.
Do u want water in your frame
Stops for band clamps to butt against. I have an old Holdsworth with one on the downtube for the shifter band clamp.
Ask this question over on r/Framebuilding.
No idea, I’d take this question (with some better, not back lit photos) to the sages at r/vintagebicycles. We’re mostly philistines here, with limited knowledge of really old or niche designs.
Potentially to hold a Chainstayguard in place? Couldnt think of a better reason for them in this spot. The same nipples can be found on the inside of the chainstays on some bikes to hold the chain while the rear wheel is removed…
Dk if that helps🤷♂️
