  1. Probably not enough info from photos, but I like line it up so that once the bottom clip is engaged, minimal sliding is possible.

  2. If in the second photo the rearmost pannier mounting clip doesn’t touch the fork and mess up the paint, that’s the one I’d personally go with to keep the weight in the front bags centered a little better over the axle

  3. I suspect the centered over the axle (like 2) is best for handling but this is one of those things that you tweak as you tour until you find the right position.

  4. From a physics standpoint: Center of mass closest to the mounting at the fork. That way you have the least leverage and least load on the mount. So probably no. 2

  5. I am intrigued by the rack itself. What stops each individual side from swaying – there doesn’t appear to be a connecting hoop over the top of there wheel nor any stays that go on both sides of the fork blade. I’d be worried the panniers could sway into the wheel and end up with a trip to the dentist.
