
I've loosened them now so that they don't touch the rim like this, but I'm guessing this is a sign that my wheel is out of alignment? or the rim is bent?
Tightening my brakes when I noticed them jiggling as the wheel spins.

Yeah something is a tiny bit bent (probably the rim), but I think that is still absolutely fine for a general use bike.
Looks like your wheel is out of true. Your brakes will still work though you may feel some pulsing in the lever.
Prolonged riding with them like that will see it get worse and you’ll start losing spokes
2 easy options.
1. On the bolt that holds the pads to the callipers they’ll be 2 thickish washers. If the thickest one is on the wheel side you can swap this with the narrower ones. This allows you to move the pads slightly up the callipers so that when the brakes are disengaged (not in use) there will be greater clearance from the wheel rim, all without losing any braking capabilities. I’d only do this if you have some mechanical nous.
2. Attempt to true the wheel with a spoke key.
2 relatively easy options to fix this minor issue if you have a little bit of mechanical knowhow.
