I’ve noticed riding a similar bike in the city I live in, that especially after it rains, even with the mudguard, my back wheel throws dirt/mud on the back of my jacket, so those things seem like they would solve my problem.
The thing is… I don’t even know what to look for or who makes them. I’d want some generic models to install onto my bike.

I’ve always known them to be called a dress guard. They stop the skirts from getting caught in the wheel.
E: I should add that I don’t think they’ll solve your issue. Full-length and well fitted fenders with a mudflap are your best bet, along with riding slowly through any puddles or standing water.
