The highway code was updated in 2022 for the hierarchy of vulnerability and basic jist of it is pedestrians always have right of way. Also rule 195 states "you should give way to pedestrians waiting to cross" and "you must give way to pedestrians who have started to cross".

Just pedestrians doing what a lot of cyclists i see doing on zebra crossings.
I use those crossings on that cycle lane all the time. They're pointless, cyclists never stop.
