Rust can be inside the frame, it is weakening the integrity of frame. I would buy a second hand bike, which did not rusted for a decade or more.
This bike looks very low end. It isn’t worth the effort. Just keep riding it until something breaks and then get another bike.
Get some paint stripper gel and use it on the worst looking parts to see how deep is the rust. If the frame is not damaged, you can remove all the paint and repaint it with spray cans (you don’t need experience, just watch some tutorials on YouTube and take your time)
