likely drag in the cable/housing somewhere. Either the housing was cut poorly or its making an especially tight bend (or if its old cable/housing it may just be gunked up and should be replaced).

unbolt the cable and actuate it with your hand, and see if the caliper does the same thing. if it does, it’s not the cable/housing, it’s just corroded at the pivot. hit it with some PB and you’ll be chilling

If that is an interrupter brake you will need to adjust the main lever
These cheap brakes die fast.
