Rear brake pads are backwards.
That should tell you how well it was taken care of.
In my local market, that would be posted for $300 for 2 months, and then $200 for another month, before finally selling for $150USD.
Offer $150 and see what the seller says.
It still has nerd wheel on.
Lower the price. Buy new set of wheels, new break pads, upgrade dropbar to your fit, upgrade pedals. Get new decent computer, lights, and yes, have fun.
