Should be safe but absolutely unnecessary… Your chain was simply routed wrong.
From what I can see the top pulley isn’t there? I could be completely mistaken. Hard to tell anything from the photo. Should never modify anything until you get to the root cause of failure.
And next time you remove your brake pad, because a brake squeals?
Read the Shimano docs, if something seems not to work as intended. Everything is there, you just have to read it.
Am I wrong or should this metal part facing the front instead of the rear. Looks like the cage was assembled the wrong way. That should be the reason for the scraping
