New 7 speed chain and freewheel can be had for $35 and those derailleurs can probably be brought to acceptable working condition with elbow grease. Possibly going to want new cables and brake pads too if it has been sitting outside. Tools if you don’t have your own you can either invest for the future or try find a community bike coop that will let you borrow them. If you are going to pay a shop to fix it then that bike is worthless, it is the cheapest bike giant makes and can buy a better one for the cost of bike shop labor to fix it.
