I’d flip that tang upside down and have it below the brake, but above the fender.
If that fender is metal, you can even try using it in place of the tang.

Undo the brake bolt and attach the rack support. Some slight bending of the support might be necessary.

alternative to the other suggestion: p-clamps. home depot for cheap (with some rubber to protect the frame) or tubus makes a fancy one.

The piece with the slot and the bent tab at the end will attach to the frame using the brake bolt. Looks like you’ll need to flip it so that it goes between the fender and the brake caliper, and you’ll need to bend it so it has an arch that matches the fender. It’s going to take a little fiddling.
/u/scuttling-claws suggested possibly bolting the rack straight to the fender. If the fender is sturdy enough that could work. It really only needs to provide for and aft support, the rack legs support all the weight. But if you’re planning on loading that rack with anything more than a light backpack or so, I’d use the tang and not the fender.
