Pads or rotor have contaminate. Sanding pads will not remove it if it’s had enough time to absorb into the material. If you’ve tried new pads and rotors then idk.
Did you bed them in? New rotors/pads need to the bedded in. Effectively match the grooves in both. Proper bedding in:
Reduces squealing: By creating a smooth transfer of friction material to the rotors.
Improves brake performance: Ensures the brakes bite evenly and provide consistent stopping power.
Extends brake life: Prevents premature wear and tear on pads and rotors.
Reduces pulsation: Proper bedding in can help prevent pulsation, a common issue after brake work.
Have you ridden the bike? Rolling squeezing the brakes at less than walking speeds is not intended use.
If the brakes squeal while regularly applying the brakes during a ride then they may have gotten contaminated or glazed from overheating or not being properly bedded in.
99% the time its not properly bedded in brakes especially with new bikes PR new rotors and pads.
Make sure you bed the brakes in properly(lots of good links in you google it).
oily stuff on brake pad, new pad may fix it but make sure in the future not to spray anything weird near brake pads when cleaning the bike.

Your brakes are likely leaking fluid. Hard to tell from the video but they look like Shimano and they tend to leak at the caliper after 4-5 years sometimes sooner. If they are in that age range I’d replace them rather than sink money into rotors pads etc just to get the same result after a few rides.
You think you cleaned it. Use proper disc brake cleaning sprays both on pads and rotor.
Brake contamination. No point in replacing only the pads or only the rotor. All you’re gonna do is contaminate the new surface. Replace pads and rotors as a set.
