The sign is in the city of Aquileia, the second most important city of the roman empire, which is now a small town filled with roman ruins and museums. The middle screen shows the cyclists of the day meanwhile the bottom one is the yearly count. The sign has been recently installed that's why the count is so low.

I’ve seen a few of these types of counters around my route and the counter always feels low to me.
I think they aren’t too good at sensing carbon or something.
