That barely looks like much rust at all! I would use them.
I suspect that you aren’t immortal, so yes.
Bars are probably fine tho.
You might if you stick your tongue in there for a good rimming. But structurally, I’d say you’re safe.

Steel is pretty tough and lasts forever, any issues you will see coming a mile off. I would try to clean them up tho.
Looks like basically just surface rust, hard to tell from just the pics though. If I really wanted to use them I’d sacrifice the like $20 for rust remover (evapo-rust has worked wonders for me on surface rust) and just fill the bars with it and let it chill overnight, next day rust will be gone.

I like the oily rag treatment for bikes, for the bars I’d pass a bit of thin wire down there and pull the oily rag through. Bars should be good till you pop your clogs.

Yes. Unless youre immortal or something. As for the bars its surface rust. Besides the nice thing about steel is that for tubes like that failure is less explosive compared to.carbon or alu.

It’s good but if you want to make it better, remove as much rust as you can and coat it with paint
