The hinge clamp is just a screw which holds the joint in place, if you remove it you will see how simple is it. Take it out and go to your nearest hardware store, asking for an equivalent screw that you could mount with a pipe valve, just make sure you buy a good quality one and the correct size to prevent damaging your frame.
