With XO Eagle (that’s Eagle, right?), the fixing bolt is on the driveside. The side you are looking at has a long spindle with female threads which receive the male end of the fixing bolt.

No. This is a design of bottom bracket that I think is called external bearings or through spindle. [This is a Park Tool video explaining preload adjustment of some of these bottom brackets.](https://m.youtube.com/watch?v=OjE1YMj9Al0) In the beginning of the video, you can see a crank assembly with a similar hollow tube being held up.
