Dirty/kinked cable? Increase preload on brake arm springs? Are the cable ends all properly seated in the frame(assuming it’s not continuous outer cable)?

Hold on. Is the inner cable end even installed in the lever?

Ok, that can happen if the inner cable’s not under enough tension at the calliper end, or it’s dirty/kinked. Should really be able to leave that little bracket in the lever unless it was distorted or not properly seated.
Sorry, that’s all I’ve got😶 by a new inner cable, and outer if they’re to messed up – if you’ve got a bike shop locally maybe just ask them to sort it, assuming there isn’t anything too funky going on it will be a very quick cheap fix 🫡
