You’re right, it’s a seal for the headset. Probably fine to go without it if you don’t ride in the rain.

If you do take the hdset apart clean the dirt off, before unscrewing the nut; the plastic thing keeps the grit off of the threads, the bearings are a little lower, as you can see when you turn the steering.

Its just dust cover, not helping on rain anyways
