Anyone help identify this frame?

Unknown Frame. Has been painted green, sanded off the only sticker/decal to reveal it as CrMo tubing. Does anyone recognise the specific sticker? I feel that is the best clue regarding identifying the bike. It has forged dropouts so not bottom of the barrel, might it be worth the time and money to restore it and convert it to single speed? The bike cost me nothing and it fits me. Any thoughts or insight welcome.
