Wind, tire rolling, and maybe a brake rotor rubbing

Can’t hear it that good, but this sounds like your wheel bearing, that you only hear when you’re not pedalling, correct? Every bike has this. Every different rim has a different sound

Not sure but it might be your brake disc rubbing. (You can check by trying if the noise goes away while appling tge fron or rear brake) If thats the case just google how to align your brake caliper

Why did you choose to record this while riding on the noisiest surface possible?

It is the brake rotor that has a little wobble, or it might be some micro gravel engaging the braking pads. flush it with pressured water. if it is still there, then you can fix it by readjusting the brakes a little looser, loosing the brake set and repositioning it on the rotor, or aligning the rotor.
