Hmm not sure why the body of my text was deleted. But long story short I recently wanted to get into Fixed Gear riding and settled on a Fuji Feather, I got this example from a bike co-op near me for just over 100$, However some of the hardware has definitely seen better days. I wiped down the bike with CLR to remove most of the surface rust on the frame but am struggling to find out what this bundle of rusted wire is for or what the part would be. These are promax brakes however when I look at their website they have no part that looks like that. Thanks for your help and info!

These are done for, best options is to get new brakes. They can be found cheaply.
The part you are refering to is the return spring.

Ask your bike co-op if they have a set of brakes. It should cost close to nothing. Or they might even have springs in their part bin. You’ll have to redo the cables, housing, pads in any case.
