That is just a threaded headset right? Screw of the nut and use a hammer and a screwdriver (if you havent got the right tool) and gently tap out the cups in the top and bottom of the steerer tube. Go around with the screwdriver and use gentle taps all the time till the cup pops out.
You would need a press to reinstall this headset or install a new one, yes.
Alternatively, if you’re not that precious or have good patience just use a small hammer and a flat head screwdriver to slowly tap it out.

No not really a round bit of wood and a lump hammer will do the trick to remove it ,remove the forks and tap with the wood from the bottom till it comes loose

A long threaded rod with bolts and washers is a cheap and effective alternative to a full-fledged bearing press tool.
