I got this frame as a gift. The photo is the rear disc brake mount. I believe it's a flat mount (not realy sure). Is it normal to have no threads?

This is for flat mount brakes so yes. Threaded portion is on the brake and the screws pass through the holes on your frame.
The threads are in the calipers for flat mount brakes. Bolt passes through frame, threads into caliper.
Yes, the holes are also oversized for the bolt so you can adjust the caliper position to eliminate brake rub
Good luck figuring out if you need adapters and which size bolts you need !! Sometimes I wish there was a bolt kit which came with a set of all the lengths , I would def pay for it
