Is there a jig or something that will allow me to mount this type of cage with this bag the way I showed you. The bag possibly could be vertical, but I think horizontally probably looks better. You also need to consider the weight of the setup the way it is mounted, I think there will be no more than 2 to 3 KG in each bag. If it makes any difference, I am located in Europe. I wish they were bags of this type, I have one on my front fork and I like the whole thing to look nice and neat.

That mount looks designed for the forks, and also will it not hit the spokes? Unless you modify the mount, doesn’t look like it’ll work in the way you are trying to mount
There are cages with additional side holes, like Wolftooth and Widefoot. You could also use an adapter which adds an angle. Also Wolftooth or Ortlieb for example.
thats a riverside 900 from decathlon and those bosses are designed for a rack – not a cargo cage –

cargo cages are for the front fork.
I see no problem why you couldn’t mount that cargo cage to the seatstays using hardware store angle brackets.
What would be nice so see with that style of mounts would also be a L shaped cargo cage. You could make one by putting these into a leaf brake and bend it 90degree.
Trying to keep that bag from sagging into the drivetrain and wheels would require new physics.
You may, however, be able to mount it more vertically with a few bits from a hardware.
Perhaps some Aluminium flat strap bent to suit or if you know any welders a little bracket made that would pick up two of the bolts and hook to the chainstay.

You could try these wolftooth b-rad adapters for 2 bottles. It might turn the mounting point enough to work.
Have you checked heel clearance with the bags in your desired position?
