Do I even bother to clean this?

Worth a shot, sometimes they peel in large patches. If the tread is fine and good, maybe keep it as a spare.

I also have a brass wire brush attached to a cordless drill that I sometimes use to buff those out. Turn the tire inside out and get on digging.
