Hey, I think I know the answer but here goes:
I bought a bike with a very dirty and worn chain, which I changed right away. I kept the same chain length. Since then, the chain is skipping when I put some weight on the pedal when I ride on the two or three smaller cogs. No amount of fine tuning the tension seems to solve the problem.
Is the cassette toast?
I add picture to show the tension on the derailleur, in case that could be a solution.

That’s your prime suspect.
Hopefully the chainrings look ok?
Cassettes definitely toast, You will also toast your new chain if you continue riding it on the worn cassette
Cassette or chainrings are worn.
