Give the mechanism a good flush out with WD40 or similar while clicking back and forth a few times. Should sort it out.

Blast it with brake cleaner and then lube the mechanism with wet chain lube

There is a second set of smaller teeth (hard to see; covered by the rotating white piece) after the first row. The “pusher” is failing to engage with those b/c it is not being rotated inwards by its spring mechanism. As others have pointed out, lubricating the part is your best option.

Maybe silly question but have you tried shifting while peddling because the chain will stop the derailleur moving more than a gear or two.

As others said, flushing with solvent works often. Old grease gets hard and impacts the smooth operation of the pawls inside the shifter. I’ve used WD-40 or degreaser. I think you should apply dry film lubricants instead of wet lubricants like chain oil.

Check cable and sheeting first. Something is binding somewhere. Replace cable if in doubt -they are not expensive. Clean shifter,blow with compressed air if you can and relube it

Have you checked that the cable is properly tensioned at the rear derailleur?
What’s happening at the derailleur end? If the cable isn’t connected, pull on the cable while you upshift.
