just take off the small plate on the front with an allen wrench, and then loosen the other two allen bolts on the crank and it will come off

That’s just a dust cover/cap and yeah it’s stripped. You need to get it off somehow. It shouldn’t be very tight but past the printed torque setting obviously. It’s an external threaded cup bearing bottom bracket so once you get that arm off you just pull the other side or use a rubber mallet on this side if it is being difficult. It just slides out. Spindle is connected to drive side. Replace the bearings if needed. You may need to cut that cap or something to get it off. I’m sure you can get a new one when you do. Good luck.
