Kool Stops are a good option, just make sure you get the threaded post. Any new rubber pad will improve your braking performance

  2. Highly recommend Kool Stop brake pads like [these](https://m.media-amazon.com/images/I/71pwcKwMTQL._AC_SL1500_.jpg). $20 a set, so front and rear will cost you $40.

But your current single pivot brake calipers are going to be much weaker than the current dual pivot verisions. If stopping very well with good modulation and power are important enough to you, you may want to consider buying completely new dual pivot brake calipers, which will already come with brake pads. A new front and rear set of Sora [R3000 brake calipers](https://m.media-amazon.com/images/I/51xg-1M9DOL._AC_SL1000_.jpg) will cost $60, and will include decent brake pads. This would only be $20 more than buying pads by themselves; this is what I’d do.
