There’s enough room in the frame but the bottle cages are too high. Is there any way to make this work?

There are bottle cages you can use from the Side. And Adapters top mount lower 🙂

That’s a pretty tight triangle. You could try a side release or an offset one like the King Cage version. I’m not even sure you could lower it much with an adjustable one like the Wolf Tooth Morse cage or a b-rad plate. Your best bet is usually to lower the seat tube one and use a bigger bottle there and then a smaller one on the downtube.
A Fidlock could help but they’re not cheap. The magnets and mechanism are good but the bottles kinda subpar.
I’ve used this in combination with the lezyne flow cage and it worked really well 🙂

is that a 750ml bottle? might want to use a 650 there to get it out. plus lowering brackets and different cages as multiple have recommended.

Wolf Tooth makes the B-Rad bottle cage relocator that can move the bottle down a couple of inches. Salsa makes a side loading bottle cage. Combined, it may work
Look into the Adventure Hydration cranktank. You could fill the space for 2 bottles with a 3L water tank and a hose that runs up to the handlebars. It’s my favourite way to carry water on the bike.
I use a Wolftooth B RAD system to re position my bottle mounts further back. It’s a bit pricey, there are cheaper alternatives but it is well made and does the trick.

* bottles in triangle and bar bag
* bottles on bars and frame bag
If you are using a saddlebag, you can get a saddlebag stabilizer with two bottle cage mounts
