  1. First loosen that allen head. Then you should be able to remove your bars and stem as one. You may have to tap the allen with a hammer to get it to break the grip it has in the inside of your steer tube.Then remove that last little cover. You should then be able to see the lock nut, washer and headset adjusting nut. If it’s all loose, more than likely your ball bearings will be dry and maybe in bad shape. Remove those 2 big nuts to check out your bearings. Service it replace them as necessary, then you can go back together and set your headset bearing preload before locking down the adjustment with the luck nut. Then you can reinstall the rest. You should be all set then.

    Looks like there might be a small plastic cap on the top?

    It could just be a friction fit in a normal Allen/hex key bolt? Try gently levering it out with a small flat-blade screwdriver or similar….
