Hi, bike noob here.
I have a state bicycle 4130 road bike and after putting the tire in the forks for installing the front wheel using quick release, the wheel tube touches the frame when the wheel is facing straight forward.
This is a new bike so it's the original wheels and never ridden.
Thanks

Fork is backwards. You’ll have to loosen the stem, rotate the fork 180 degrees, and reattach the stem
Fork is backwards
Your fork is on backwards, or your handlebars are turned 180°, can’t tell from photo.
Edit: saw other photo, the fork is 180° turned around. The brakes should be facing forward.
I think that your fork is reversed. So turn it the right way, you will have to rotate your stem
Your fork is on backwards. It should kinda go out and away from the bike. And the brake should be out front.
Front fork is backwards.
Fork is backwards.
The fork is the wrong way round – brake should be on the front.
Loosen the stem and spin the fork round 180° then tighten it again.
The fork is mounted the wrong way around. The brake should face forward, in the direction you’re riding. Remove the top cap and stem, then carefully rotate the fork (watch the cables!). When reassembling, make sure everything is properly aligned. Start by preloading the headset using the top cap, then tighten the stem bolts. Since it’s an alloy stem, be careful not to overtighten. Everything should be snug and evenly tightened, but avoid stripping the bolts.
The forks backwards. The brakes should be facing forwards.
Looks like your fork should face the other way, try rotating it 180° and report back!

Your fork is backwards.
The fork is backwards.
Your fork is backwards. Loosen the stem pinch bolts and rotate the forks around so the brake caliper points forwards and so do the legs of the fork
The fork is backwards. 180º out of position. the brakes should be at the front.
This can happen when the axle isn’t snugged up exactly right in the slots in the fork ends. Double check that. It’s an easy mistake to make especially the first time you work with new quick release skewers.
Otherwise, the fork might be bent. That would really suck. You’d have to get it replaced on warranty, or take it to a local bike shop with a skilled tech to fix it. It’s best for the rest of us not to f__k with safety-critical stuff like front forks and wheels.
Fork is backwards Broheim
Fork is backwards
As others have pointed out the fork is backwards, you can tell by how the brake is facing rearwards.
Please make sure you also understand how that quick release is supposed to work, the front wheel is not attached properly.
