1st- never touch the braking surface of a brake rotor.
2nd – the rotor lockring is loose and needs to be tightened.

Take the wheel off the bike and see if the ring that keeps the disc brake in place is loose

I suspect the rotor has come unbonded from its hub. Looks like a centre lock design – even with no lockring these don’t wobble that way. Try tightening but be ready to buy a new rotor.

Isn’t there normally bolts that hold that ? Looks like they have broken or fallen out

Your lock ring has come loose. Take it to your LBS to tighten, as if you had the tool to tighten it you would know what the issue was.
