It’s an old roadbike, converted to fixed gear, that’s been repainted.
As long as it’s all good condition and you are happy to pay that much for it I’m sure it’ll be a fine bike.

If you’re new to fixed gear, please run a brake at least to start
I wouldn’t be surprised if those yellow stripes are vinyl automotive “pin-striping” tape. Not horrible, but be aware.
The stripes might come off easily — either on purpose, or accidentally. Or, they might stay on there rather well, short of purposeful removal.
