If youd be riding just paved road i’d say this is ok. But I guess if that would be the case you wouldn’t be trying to max out the frame with gravel tires.
I have ridden similar clearance and it has rubbed the paint off the frame.

Seems too tight, but if you want to try it anyway… I’d put some tape on the frame where the tire would rub. There’s see through protective tape, but you can also put on some basic electrical tape or something similar. Keep an eye on it, and if it starts to wear through the tape, you’ll know it’s probably time to stop.

If that is Carbon frame you will be having a NBD sooner than you think.
