    If the bike is new, then I’ll go off the assumption that the derailleur hanger is not bent.

    The reason your bike is going into the spokes and not into the 11th gear is incorrectly adjusted limit screws.

    There’s 3 screws on the back of the derailleur.
    1: A screw that dictates the distance of your top pulley to the cassette. That won’t be needed in this instance to fix your gears.
    2: A screw labelled H for high gears, small sprockets.
    3: A screw labelled L for low gears, big sprockets.

    When you screw in one of these screws, you are limiting how far out the derailleur can travel from the limits of the cassette. And when you do this, then it’s better to turn them a little and test your gear adjustment and then go back and turn a bit more, rather than just turning them 3-4 rotations at a time.

    The solution for your problem is just screwing in the L limit screw and screwingn it the H.

    That bike does not look new. The wheel is out of true and the brakes squeal. I’d recommend taking it to a shop if you don’t have a truing stand and new brake pads at home.
