    Penetrating oil on what’s left of the nut, then hold the nut with vice grips and unscrew.

    Two pairs of “Plumbers Pliers” and a lot of force or a hacksaw to cut the bolt.

    Or a bolt splitter.

    If you can find replacement, just cut the bolt and replace. The nut seems like it is damaged anyway

  4. Stick it in the oven for an hour at 100 deg C, and then pull it out and drive the fastener into an ice cube. Then hit it with a quick shot of penetrating oil to prevent any galling, and it should unscrew.
